Introduction to Government Order SEPA Direct Debit

As part of the tax collection act, banks needs to handle the government order related to the SEPA direct debit scheme.

This module covers the following functionalities:

Overheidsvordering (Government Order)

This functionality handles the incoming SEPA direct debit related to government order with validations and checks specific to the government order. The solution allows users to restrict the reversal requests made by a debtor account holder in case of a government order.

In Netherlands, based on the tax collection act, banks must cooperate with the government order. The government order is regulated by the Dutch Payments Association.

The government order is a governmental instrument and not a payment product. This scheme is used by various government authorities to collect claims such as tax debts if the debtor fails to pay his or her debt despite the reminders and the injunctions. A list of creditor banks managed by the Dutch Payment Association are allowed to collect based on the government order. The debtor doesn’t have the right to request for a refund for such order once the payment is executed.

The NLGSDD.GO.CREDITOR.BIC.LIST application allows banks to store the details of all the creditor banks which are authorized for collection of the government order, provided by the Dutch Payment Association.
