Introduction to SEDA Creditor Registry

This module allows banks to upload and maintain the published Italian Creditor Registry Directory, enable the debtor banks to support the SEDA eMandate services, for example, the messages received from the creditor banks for initiation, amendment, and cancellation of mandates.

SEDA Creditor Registry eMandates

In the SEDA eMandate services, the creditor sends the messages to his bank which forwards them to the debtor bank. The messages here refers to initiation, amendment, cancellation of mandates.

The initiation of a mandate registration takes place only after an agreement between the debtor and the creditor has taken place. Similarly, the debtor requests for a mandate modification or cancellation for the creditor to forward the request through his bank to the debtor bank.

Another agency called as Italian Banking Association publishes the creditor directory file every day and, as a result, this directory needs to be uploaded in Temenos Transactregularly. This file has the details of each creditor, the SEDA service to which they have subscribed, their activation date, their creditor bank, if the Creditor Id is waived or not from remuneration, etc.

This functionality allows banks to store the SEDA creditor directory file in Temenos Transact that contains the details of each creditor. The activity includes new, amend and delete.

SEDA Directory Upload

In Italy model bank, a debtor’s Payment Service Provider (PSP) being a member of SEDA (stands for SEPA - Compliant electronic database alignment) eMandate services is expected to support the SEDA outbound process for mandates. The purpose of SEDA is to exchange, process and route mandate related information between two financial institutions according to specific business rules.

In the SEDA outbound process, as a debtor’s PSP, it has to handle amendment, cancellation, or the acknowledgement receipt of SEDA mandates. In the amendment of SEDA mandates, the debtor’s PSP has to notify the creditor’s PSP about any changes in the debit account information of the debtor such as change of account details etc. In the cancellation of SEDA mandates, similarly, the debtor’s PSP has to inform the creditor’s PSP about the cancellation of mandate in cases such as closure of account etc. Based on the SEDA subscription of debtor or creditor PSP, it is determined which type of SEDA outbound process such as initiation, amendment, or cancellation can be initiated either by the debtor or creditor PSP.

Another agency called as Italian Banking Association(ABI) publishes the SEDA Directory file once a month. This file is uploaded in Temenos Transact as and when the same is published. This file has the details of the creditor’s PSP, the SEDA service to which they have subscribed, their activation date, their creditor bank etc. These details in the directory are used to perform the reachability check of the creditor PSP while performing the SEDA outbound process such as initiation, amendment, or cancellation of mandates.
