Introduction to Alyssa - Centralization of Payment Incident

A payment incident is the refusal of a financial institution to pay for any payment instrument due to alack of funds.

Alyssa-Centralization of Payments Incidents is the solution that handles the management of customers, accounts, payment incidents, and irregular instruments. This platform is a central repository for all participants and payment systems under the CEMAC zone.

Most of every banking institution established in the countries in Central and West Africa have banking regulations closely inspired by the French ones. In this context, the banking institution has to provide declarations to the Central Bank for a bank user as follows:

  • Customer creation (individual or corporate).
  • Customer modification (individual or corporate).
  • Account creation (individual or corporate).
  • Incident of payment.

Based on the declaration sent to the Central Bank an acknowledgement will be received from the Central Bank as accepted or rejected and appropriate action needs to be taken based on the acknowledgement, meaning the bank will update the account or customer details if the acknowledgement is accepted.

This functionality allows the users to configure the nature of a declaration and a notification, to capture additional information required by a bank, during the on-boarding process of a customer or during the creation of an account, and to format and generate Alyssa-CIP files.

In accordance with the provisions on Alyssa-Payment Incident Central (CIP), the financial establishments transmit their incident reports through file upload to the BEAC on the Alyssa-CIP platform.

Temenos Transact generates the declarations files. The bank has the possibility to upload the files on the Alyssa-PCIP. The core banking system generates the declaration files as per the format and validation rules of Alyssa-PCIP.

The functionality allows banks to provide declarations to the Central Bank of Africa for the creation, regularization, and cancellation of incidents of payments and to manage the creation and release of an irregular instrument of payment.

The bank needs to provide declarations to the Central Bank of Africa in case of the below-mentioned actions done by the bank user:

  • Creation, regularization, and cancellation of incidents of payment.
  • Creation and release of an irregular instrument of payment.

The functionality generates declarations in a text file format for:

  • Declaration of the incident of payment.
  • Declaration of the incident of regularization.
  • Declaration of the incident of cancellation.
  • Declaration of the irregular instrument of payment.

Once the declaration files are sent to the Central Bank system, the acknowledgement is received from Alyssa with the statuses as accepted, rejected, or on hold. The status of the sent declaration files is recorded in the AFRCIP.PAYMENT.INCIDENT application.
